New Stamford Bridge boss Andre Villas-Boas hopes Mata will be the first of two arrivals to bolster his midfield, with Tottenham's Luka Modric the subject of an increased bid.
Mata, who was also wanted by Arsenal and Tottenham, is expected to sign a five-year deal.
