The Blues have agreed a £26m fee with the French club for the 22-year-old Ghana midfielder.
Essien needs to complete a medical before he can sign a five-year deal and so bring the summer's longest running transfer saga to an end.
That was expected to happen on Tuesday but Lyon failed to deliver the relevant paperwork in time so there will be one final delay before the deal is done.
